      Every council is different. It’s best to start with a plan view and some elevations, then organise a face to face meeting with your local planning department. Some councils will make it very hard for you while others want to promote alternative construction. You will also find areas within the same council will have different rules. For example “neighbourhood character”, which means if all the houses in the street are made from brick, any new houses should be made from brick etc. This helps to ensure that a historic area is not “changed” with modern construction methods.
